Oracle brings managed database to On-Premises AI Workloads

Base Database Cloud@Customer targets regulated enterprises barred from public cloud, giving IT teams a managed path to run databases and AI agents inside their own data centers

Oracle brings managed database to On-Premises AI Workloads

Oracle, a provider of database and enterprise cloud software, has added a managed database tier to its Cloud@Customer on-premises portfolio, targeting enterprises in financial services, healthcare, government, and defense that cannot move sensitive data to public cloud environments. The offering, Base Database Cloud@Customer, runs on two Oracle X11 compute servers with shared all-flash storage and delivers up to 60 usable processor cores and 660 GB of memory per server, 47.2 TB of storage, and 10/25 GbE networking.

The product fills a gap between Oracle's entry-level cloud deployments and its Exadata Cloud@Customer, which targets large-scale database consolidations. By combining the Base Database Service with the Data Infrastructure Cloud@Customer X11 platform, Oracle positions the new offering for enterprises modernizing mid-sized workloads at remote locations or within business units that could not justify a full Exadata rack investment, according to Amit Chandak, chief analytics officer at Kanerika, an IT consulting firm.

For regulated industries, the architecture's ability to collocate databases, applications, virtual machines, and AI agents on a single on-premises platform is its most consequential feature. Ashish Chaturvedi, executive research leader at HFS Research, a technology and services research firm, described the AI constraint as the underlying demand signal: "For a CIO in a regulated sector who wants to deploy AI agents but can't let regulated data touch an external model API, that's a real unlock."

The managed nature of the offering removes infrastructure operations from customers' IT teams. Michael Leone, principal analyst at Moor Strategy and Insights, a technology research firm, noted that the automation built into the platform addresses a recurring challenge for mid-sized departments: "They get automation that mid-size teams rarely have the staff to build. Clustering, patching, standby databases, and backups arrive configured instead of hand-assembled because the offering is managed."

Pay-as-you-go pricing with online compute scaling is designed to eliminate the overprovisioning typical of fixed on-premises deployments. Chaturvedi called idle core licensing fees a "classic waste" of traditional on-premises systems that the consumption model sidesteps.

The private AI use case depends partly on assumptions about risk that vary by enterprise. Igor Ikonnikov, advisory fellow at Info-Tech Research Group, an IT research and advisory firm, said most AI offerings in their current state cannot guarantee sensitive data protection. Even when Base Database Cloud@Customer costs more than fully cloud-based alternatives, he argued, "It's still attractive as it eliminates reputational and economic risk caused by possible AI-induced data leakage."

Noel Yuhanna, principal analyst at Forrester, a technology market research firm, said the platform consolidation carries operational advantages beyond data residency compliance. "It reduces stack complexity and helps accelerate development cycles, deliver real-time data, and eliminate data movement challenges," Yuhanna said.

Analysts were less uniform on market reach. Chandak said the offering's appeal is unlikely to extend beyond Oracle's installed base: "If a company isn't already on Oracle, the pull is weak. You don't buy into Oracle's database just to get this." Cloud and infrastructure providers including AWS, Microsoft, Google Cloud, IBM, Dell Technologies, and HPE all offer hybrid cloud and on-premises alternatives, though those typically require customers to integrate components from multiple vendors rather than consume them as a single managed service.

Chaturvedi acknowledged the competitive alternatives but argued the depth of Oracle's stack integration is difficult to replicate: "The vertical integration of database, engineered hardware, cloud management, high-availability architecture, and now private AI, all engineered together and delivered as a managed on-prem subscription should be genuinely convenient and attractive."

Base Database Cloud@Customer supports Oracle AI Database 26ai and Oracle Database 19c in Enterprise Edition and Standard Edition configurations, with compatibility for Oracle Real Application Clusters, Oracle Data Guard, and Zero Data Loss Recovery Appliance through Oracle-managed cloud automation.
